This is not really true in this case, since the modules file is version
controlled. You could roll back to a previous version of the modules file
and commit it so that the administrative database is rebuilt.

An option to "cvs co" to use a different version of the modules file could
be useful, especially sometimes when you're checking out source from a
particular date. I don't think the whole concept is broken.
When doing a major change to a module, I tend to rename it and leave the old
one in place. I know there are reasons you might not want to do that,
though.
