CVS pserver uses SO_KEEPALIVE to detect failed connections if it's
available. It may take some time to kick in (so it doesn't disconnect
due to a temporarily clogged or malfunctioning network), but if you've
waited an hour or so and the connection is still there, then it sounds
like keepalive is unsupported or non-functional on your system, or it's
somewhere other than where CVS looks for it. What platform is your
server running on? Is there a man page for setsockopt()? Does it list
SO_KEEPALIVE as a supported socket option? What header files does it
show needing to be included?
