Hi,

as the manual says in appendix A (in the cvs admin section), only
members of the cvsadmin group can use the cvs admin command.
Thus if you repository is on a Unix machine you only have to put the
right members (or none at all) into that group to make this menu entry
unusable for those who shouldn't use it.
Under Windows you unfortunately don't have this possibility. To disable
this feature entirely you have to modify the WinCVS code (look into
GraphView.cpp).
