What do you mean by "set up a new database"?

We just recently set up a new database and when we did a cvs update we
received the following:
(bialy-dand) cvs update
cvs server: Updating .
cvs server: Updating phtm
P phtm/makefile
3 out of 3 hunks failed--saving rejects to makefile.rej
cvs update: could not patch makefile; will refetch
P phtm/makefile.mstr.sgi
2 out of 3 hunks failed--saving rejects to makefile.mstr.sgi.rej
cvs update: could not patch makefile.mstr.sgi; will refetch
P phtm/makefile.mstr.sol
3 out of 4 hunks failed--saving rejects to makefile.mstr.sol.rej
cvs update: could not patch makefile.mstr.sol; will refetch
P phtm/makeitall
cvs update: checksum failure after patch to phtm/makeitall; will refetch
P phtm/setuptmenv
I can't find any documentation as to what this means or what happened.
Can anyone help me?
