What do you mean by "hangs"? Did you get the usual "Trying <ip>..."
message from telnet? Did you get the "Connected to <server>." message
from telnet? If so, did you try typing some random characters and
<return>?
You might want to read "Trouble making a connection to a CVS server" in
the Cederqvist manual if you haven't already.
