I have no firm opinion on this one way or the other.  The original idea
of wrappers (as far as I know) was to package up a directory into a
single file that would be stored in the repository instead of storing
all the files individually, but it's turned into the Swiss Army knife of
CVS: it can do nearly anything, but how well it does any particular task
is debatable.  On the other hand, I'm also leary of proliferating
administrative files.
