Yes. It doesn't work out of the box for the latest CVS, because CVS now
terminates when setgid fails. Version 1.10 works fine, though.
It is my understanding that the passwd file can be changed to get the
latest version of CVS running under cvsd.
cvsd has a couple bugs as well, e.g., the multiple root code doesn't work.
But that is pretty easy to fix.
It seems that it is no longer maintained. The author URL as shown in
freshmeat is dead.
