It's a cvs administrative directory.  Leave it alone.  It's used by cvs
when you specify a -d on the command line like this:

cvs co -d foo/bar module

your checked out tree will look like this:

foo/bar/module

Inside the foo/CVS and the bar/CVS directory the Repository file(s)
will point to the CVSROOT/Emptydir directory.  This allows cvs 
to work it's magic if you specify a cvs update from within foo or
bar.  I am sure I don't have this 100% correct.  Larry or Noel
might have a better answer.
