Check your umask. I have mine set to 027. This means that, by default, others
in my group won't be able to write to my files and the rest of the world won't
be able to do anything with my files. You probably want to set yours to 002 or
007.

Subject: Permissions of the checked out files.
Hello
Can anyone please tell me that how can I control the checked out
files permissions using CVS... The permissions that I usually get on
checked out files is rw-r--r-- But then I want the permissions rw-rw-
r--. It is increasingly difficult to go in and change the permissions
each time any file is checked out.. Please suggest
Thanks
