Turning recent discussions on their heads,
what is wrong with running CVS on a network filesystem
like AFS (or DFS, if you're lucky enough to have that option)?
AFS and DFS are scalable. Installations with thousands of
users are not uncommon; tens of thousands are known.
Separate repositories allow further parallelization.
AFS and DFS appear to be the state of the art with regards
to security and authentication. All transport encrypted; ACLs;
reasonable security management.
Using AFS/DFS and separate repositories you can implement
the principle of least privilege.

The only issues that I have had with CVS and AFS have been
with the LINUX AFS client. Since others report no such problem,
it may be just a rev issue.
