Unix, VMS, and OSes in general are designed such that the computer thinks
in GMT and the time is offset for the user to his local time zone.
Time zones are irrelevant. It is polite to do something like this though:
/usr/local/bin/rdate tick.mit.edu which will put you in sync with the world.
However, the shell-over-boot-loader thing from the "Our customers demand
broken timezone interoperability" company will give you nice little fits
whenever there is a daylight savings time switch on or off.
That is to say, DOS/Win3.1/95/98 is broken. NT is not.
