cvs add problem

i am having a problem with cvs doing adds. in a particular directory 
and its sub-directories, i get the following message:

   cvs add: cannot add file on non-branch tag HEAD

of course this is the important directory for our users and 
permissions, ownership, etc are all the same for every directory - 
even those that are working correctly.
