You can't do that with the current version of WinCvs. I think we all agree 
it would be a nice feature to have. It has been discussed here some time 
ago, but it will not be easy to implement. However it is on WinCvs TODO list 
and it will be done soon or later. One of the simple work-around for now is 
to commit at the directories (modules/workspace view) - it will pick up the 
modified files and commit them.

It is worth to mention here that VSS can not detect the modified files but 
'checked-out' files only. So, in the end you will end up making a diff and 
looking for modifications yourself. WinCVs had a macro to find locally 
modified files, which is MUCH faster.
