CVSROOT/passwd is normally edited in place rather than being controlled
by CVS.  Having it under CVS control can create a large security hole,
expecially if you run pserver as root as most people do.  If you're sure
you know what you're doing and you really want it in CVS, you have to
add it to CVSROOT/checkoutlist to get the automatic update on checkin.
