There is not guarantee that:
1. CVSROOT is checket out.
2. Even if it is - it might be checked out to completely different lovation
than the sources.

It might be a good idea to have some kind of "Internal" cvsignore, just for
the WinCvs usage...
We could have 'import' for that from the checked out CVSROOT contents, and
it could be saved together with the other settings...

In any way it doesn't seem to be one simple solution - there will always be
a 'holes' in the design... :(
