Yes, in a number of different ways. By default, CVS doesn't allow root
to commit because root is typically a shared account, so there's no way
to track the changes to a particular individual. If CVS can identify
you as a specific individual, even though you're currently running as
root, it will allow the commit. Generally, if you log in as yourself
and then su to root, CVS will be able to identify you and allow the
commit.
If you really don't care, you can comment out the lines in options.h
that #define CVS_BADROOT before compiling and then CVS won't ever check.
