I was hacking the CVS code some months ago to make such a patch, but 
(at least to me) it seemed like the date for tag creation isn't saved.

You only have the date for the revision of the file that the tag are 
applied to.

I assume your intention is like mine, to use the tag to automatically 
put a release tag into your software. If you find any solution please 
inform me.

I did find something that might be interesting, it is possible to 
list the tags for a given revision in chronological order. This might 
be just a "feature" of the current implementation, and not stable.

During this investigation I made a patch that does keyword 
substitution on $LastTag$, but I never finished it to take care of 
the situation where you check out something based on a tag. (Then 
$LastTag should equal $Name$)
If you are interested I might do the job.
