man chmod and look for the part about SGID on directories.  Isn't this in the
FAQ somewhere?  It's asked often enough.

Hello CVS,

      the problem is like this:two developer,one is a normal cvs user
      the other is cvs root,they are developing the same source
      tree,if cvs root co the source tree and modify it and commit
      again,then when the next time cvs user try to co this source
      tree,he get permission denied on those cvsroot commited file,
      how to solve this problem? thanks in advance
