If you don't mind wrapping a script around the operation:

1)  cvs diff --brief -rcvs1-10-8 2>/dev/null |sed -ne 's/^Index: \(.*\)$/\1/p'
|xargs cvs log

If you want to get trickier than that and get only the new log messages,
you'll have to play around with the 'cvs log' syntax, but I think you can
specify a range of revisions to include.  You might have to man 'rcslog' to
get the syntax.

2)  I believe 'cvs log' uses the 'rcslog' date formats.  You might try man'ing
that if the syntax isn't in the Cederqvist.
