That is why 

tyranny:~/cvs/src$ wc -l cvs-pserver.c 
    184 cvs-pserver.c
tyranny:~/cvs/src$ wc -l cvschkpw.c
    253 cvschkpw.c

and the experimental cvs-nserver which uses different protocol is 

tyranny:~/cvs/src$ wc -l cvs-nserver.c 
    195 cvs-nserver.c

But this allows for ordinary users to anonymously export their repositories 
from their machine, not bothering the sysadmin.  cvs-nserver supports this
(though clients should have convenient way of specifying the port for
repository access).
