In the contrib directory of cvs-1.10.8 there is a file called cvs_acls. This enables you to lock the whole repository for every one or for some individual user. By locking I mean that you cannot checkin or import any files. I suggest you check out the file. There's some instructions and information given in the begining, that would help you.
