pserver & FreeBSD 3.3

I am not new to cvs, but I've never set up a repository before, much less a
server.  I created a repository on a box running FreeBSD 3.3, and got the
server running using rsh just fine.  But when I try to get it working using
pserver following the directions at
<http://www.cvshome.org/CVS/Docs/manual/cvs_2.html#SEC30>, I am unable to
authenticate (authentication failed).  I've tried both with and without a
$CVSROOT/CVSROOT/passwd file.  Where could I get some help with this?
