I think it is because of the lack of the CVS-Server for Win32. But ther
should be one for WinNT (I read it somewhere ... maybe on this list).
If you find a WIn32-port of CVS-Server, it might be possible (but I
dont know the differences btw Win98 and WinNT, and I don't want it to
know ;-)
