Yes, it is, I believe.  I think you simply use the :ext: methon and point
the CVS_RSH envirionment variable to the SSH executable you purchased from
SSH Communications Security ( http://www.ssh.org ).

Check section of the Cederqvist on "Remote Repositories" and particularly
"Connecting with RSH" and possibly the section on environment variables.  I
believe most of that works with the NT client.

Also, please send future questions to the info-cvs list rather than directly
to me.  You're more likely to find somebody who can answer your questions
there.

This question has been asked many times, as well, so please check out some
of the following sites before asking directly.  It save others time they can
be using to solve their own problems or develop CVS, perhaps solving some
more of yours.  There's an (unfortunately kinda tough to use) email archive
at http://www.egroups.com/group/info-cvs .  There's also some other
information on http://CVSHome.org and an FAQ and other information at
http://www.loria.fr/~molli/cvs-index.html .
