That option depends on
a) TCL being installed. You probably installed TCL when you installed
WinCVS. If not, that could be your problem.
b) modules being defined in your CVSROOT/modules file. This is more likely
the problem.
This macro depends on the cvs command
cvs checkout -c
which outputs a list of modules which you have defined in your
CVSROOT/modules file. You don't have to put any module descriptions in that
file to check out modules, so I consider the documentation defective on this
point. The command does NOT list all modules, only all modules defined in
that file.
I could go on on this subject for a while, but what you really need to do is
go back to the documentation and read about modules. Especially look at the
appendix in Cederqvist dealing with administrative files.
