There is no need to do this.

Instead he just missed a simple single cvs.

cvspserver stream tcp nowait root /usr/local/bin/cvs cvs --allow-root=...

instead of

cvspserver stream tcp nowait root /usr/local/bin/cvs --allow-root=...

would do the job.
