This is highly suspicious -- unless you're using CVSROOT/passwd to map
root into another user, you've got the CVS server running as root, which
seems foolhard to me.

You need to give us a bit more detail about exactly what CVS commands
you're doing and what results you get as opposed to what you expect to
get.
