If two different tags map to a single revision it doesn't matter
which tag you use to check out that file. Both give the same
result.
If you want to check out a on a consistent tag for a module and
all its sub-modules you will have to descend the tree
recursively to find the latest tag and then check out based on
that tag. This assumes that tags are in the same order in all
files.
