b14 seems to have some problems re-loading its settings from the
registry on occasion.  If you delete the affected settings, it seems to
start up fine again.  What usually works for me is to delete the key

HKEY_CURRENT_USER\Software\Wincvs\wincvs\Settings.

I've also had problems with other programs with toolbar settings (which
would be any keys that have "bar" in them (BarState* and
P_AllToolbars*).

Try Settings first, and if that doesn't work, then try the Toolbars
ones.
