Won't the cvs history mechanism work for this?

I now have to log ALL actions performed in CVS, such as updates
and the like... basically any time a user types 'cvs foo' I should
log what they typed... 

I guess I could move the binary and put a wrapper on it... is there
a way to do this in cvs.
