But their is a branch called "rel6-0-0".  I could modify any file in
this directory and could commit it.  Also status shows that this is a
branch:

H:\vps\common\include>cvs status alarm.h

It doesnt let me add files and it has to do with the CVS/Tag file
stating that rel6-0-0 is not a branch.
