You can't seriously mean that in any practical sense. Where's your smiley?
Or are you to suggesting that your mailer blindly executes perl programs
that appear in the bodies of messages is presents to you?!?!?!?!?!
I'll post a sed filter for you since you don't seem to want me to post a
perl filter (and I wouldn't want to mess up your mailer! ;-):
sed -e '/^#!.*perl/,$d'
(not that I'm a fan of perl, of course -- far from it! :-)

In some cases this might be desirable, but in general practice it is not
practical, nor even always desirable!
It's also a *TOTALLY* different issue than what that yapping virus
hunter complained about....
