cvs 1.10 client and server.
User on Windows 95.
User likes to have RCS/CVS keywords (Id)

My understanding of client server commit with keywords :-

user commits file
server transforms keywords and sends patch or updated file to client
client puts changes to a temp_file
client renames temp_file to file

Timestamp on the file is one hour ahead of current time. Obviously (?)
caused by daylight savings interpretation by somebody.
(NZ currently GMT +1100, Nominally GMT +1200)

Where do I look for the culprit ?

My windows 95 machine reports correct NZ time of day (but may have
incorrect GMT :( )
The server machine reports correct NZ time of day (but may have
incorrect GMT :( )
I have no idea what the client or server are using.
