Why can't I login to cvs ?

Dear all:

 

Can any one tell me how to set up the permission of CVS server ?

 

I have two different results about the login function.

 

1.

>setenv CVSROOT ":pserver:[EMAIL PROTECTED]:/usr/local/MYCVS"
> cvs login
(Logging in to [EMAIL PROTECTED])
CVS password:
cvs [login aborted]: authorization failed: server 192.9.202.244 rejected access
>

 

But

>setenv CVSROOT ":pserver:[EMAIL PROTECTED]:/usr/local/cvs-repository"
> cvs login
(Logging in to [EMAIL PROTECTED])
CVS password:
>

 

Than I can login to CVS ....

Why ?

 

Where is the user setting file in the CVS ?
