The included/excluded deltas feature of SCCS does a slightly different
thing. It allows you to check out a version of the controlled file,
for editing if you choose, without applying the changes made in a
specified list of previous checkins. In other words, SCCS doesn't
allow you to (directly) choose to check in only some of the changes in
your working file.
And you're right, CSSC doesn't correctly support this feature.
(And if anybody on the list actually understands what SCCS does about
"ignored" deltas, please email me a clue...)
