Seems to work for me...

        bash-2.02$ cvs co "foo/file with spaces"
        U foo/file with spaces
        bash-2.02$ rm -rf foo
        bash-2.02$ cvs -d:fork:$CVSROOT co "foo/file with spaces"
        U foo/file with spaces
