For the beginnings of this, see my nascent cvssupport project on
SourceForge (https://sourceforge.net/projects/cvssupport/).  The
existing script checked in there lets you protect the mainline; future
versions (almost ready for checkin) allow you to set permissions (using
the regular *info files) on revision-, person- and action-based bases.
