The best way I know of to lock or protect a branch is the commitinfo file.
You can create a script that gets executed every time a commit operation is
performed. Within that script, you could add any type of policy enforcement
you wish. For example, in our organization, we have a "commit filter" that
executes every time a commit operation is performed.
This script validates the branch and ensures that the person has permission
to check into the branch.
