It depends on what you mean by "deleting" a file from the repo.
If you mean to prevent developers from cd $CVSROOT (assuming it's on the same
machine, of course), rm some-file, then you should place the repo onto a server
where developers can only do "cvs server" commands (eg they have no login
account).
If you mean to prevent developers from "cvs rm some-file", then you can easily
create a commitinfo script that'll catch such things.
