Why can commit as root ?

Dear friend:

cvs commit -m �[�J�Ӹˬy�{����module descriptions (in
directory 
D:\nmweb\CVSROOT\)
cvs [server aborted]: cannot commit files as 'root'

*****CVS exited normally with code 1*****

and the file permission is :
-rwxrwxr--   1 root     other        101 Sep 18 13:44 descriptions

So why can't  I do that ?
