If all you want is a simple log message, check out the CVS history
command and see if the checkout logs ('O' records, I believe) contain
the information you want.

For somehting more complicated, someone else suggested CVS watch
scripts, which I know little about, but failing that you might also be
also be able to run a periodic cron job which scans the history log for
new entries and runs the more comlicated process on them.
