Yep.  I've seen that error before when a library was missing.

Don't know what putty is, but if you can't run SSH in the environment you are
asking CVS to run SSH in, CVS isn't going to be able to run it either.
CVS makes the assumption that '$CVS_RSH <cvsserver>' works without help.
