Check the URL used to access cvsweb.  See if it contains the string:

only_with_tag

Or just remove everything from the URL after the first '?' character and
try accessing cvsweb again.

Somewhere you've set a specific tag against which all files in the CVS
repository are checked (by cvsweb).  If a file was not tagged with that
the tag name given, it isn't displayed.
