You need to double quote '\'. That is
D:\\Program Files\Microsoft Office\\Office\\Winword.exe $FILE
I don't know will jCVS recognize the pathname with space, I just used the short name 8.3. i.e. use "progra~1" as "Program Files". Also, you need to have a space in between the command and $FILE.
