I believe that the answer is yes - strictly speaking. However, it might be
more trouble then it's worth. The admin -l command locks a revision of a
file for the duration of the edit, that is, until a commit takes place. If
no revision is given, lock the latest revision on the default branch. This
can be used in conjunction with the `rcslock.pl' script in the `contrib'
directory of the CVS source distribution to provide reserved checkouts
(where only one user can be editing a given file at a time).
I haven't tried this... so good luck.

Please excuse me if this question is already discussed in this list.
Is it possible to restrict a file to be acessed by more than one
user simultaneously? I want to know that if it is possible that
whenever a user does 'checkout' of some file, nobody will be
allowed to 'ckeckout' that file until the first user make a 'commit'.
