Oh, you want me to tell *you* how to do it! (Sorry, I just couldn't
resist.) If you're sure you want to get rid of it completely and
permanently, just like it was never there, just delete it from the
repository (by hand). For example:
rm -rf $CVSROOT/test_cvs
