Here is what we do:

In file CVSROOT/loginfo:

ALL                    $CVSROOT/CVSROOT/mailcvs %s

File mailcvs contains:

#! /bin/ksh
# send STDIN as e-mail
/bin/mail -s "COMMITED-code" MAIL-TARGETS

exit 0

This results in e-mail like:

Subject: 
         COMMITED-code
   Date: 
         Thu, 21 Dec 2000 17:14:28 PST
   From: 
         ....
     To: 
         ....
