I strongly suggest updating to CVS 1.11 (www.cvshome.org) -- it has
better error reporting for this situation and lots of bug fixes.

In general, that means that either the password doesn't match or the
repository specified in $CVSROOT doesn't match any of the server's
--allow-root options (and they must match exactly, not just be
equivalent).
