HOW TO build cvs executable for Win32 with CYGWIN package?

Hello everybody!
I've downloaded tarball of cvs 1.11 source distribution, but don't know how to build it with cygwin for Win32 platform. It seems, that there are instructions for MS Visual C++ only :(.
