If your developers are communicating well, and they are updating and checking in their changes regularly, there will not be many conflicts, and even when there are, they will be minor. If you don't want this behavior, then you might as well not use CVS at all, because the whole reason it was developed was to allow multiple developers to work on the same sources simultaneously. If you want to lock files as they are being editted, you are defeating the whole reason for using CVS to begin with.
